Appendix “A”

In order to extend financial assistance to the personnel injured/disabled in action during operation and duties, it has been decided to provide financial assistance out of Central Benevolent Fund to such persons as per following category:-

(a) Advance amount given to the Troops for emergency Medical Treatment.

(b) Rs. 02 lakh Loan to the  force personnel for renovate their home, affected by Natural Calamity without interest.

(c) Expenditure on Force Level Functions.

(d) Advances given to the newly raised units/formations to establish regimental institutions i.e. Wet Canteen, Grain Shop, Central police Canteen, Master Canteen etc.

 (e)  Other welfare activities for welfare of Jawans.

(f) Rs. 02 lakh as loan given to force personnel for marriage of Self, Son and Daughter two time all force personnel in entire service, rate of interest will be charged 3% annually.

Benefits

1. Medical Treatment:-

    i)  Applicable to retired/medically boarded out NGOs and dependents of retired/medically boarded out/ deceased NGO’s.

    ii) The limit of grant is Rs 50,000/- per case.

2. For Marriage of Girl Child:-

    i)  Applicable to unmarried daughters of retired/medically boarded out/deceased NGOs.

    ii) It is subjected to a ceiling of Rs 25,000/- per case.

3) Aid in construction of Houses destroyed due to Natural Calamities.

    i)  Applicable to retired NGOs and dependents of deceased NGOs.

    ii) Subject to a maximum of Rs 50,000/- grant per case on as case to case basis.

4) Aid to parents of deceased NGOs living in extremely poor conditions.

    i) Those parents of deceased NGOs who have other son/daughters not availed compassionate employment and who are living in extremely poor conditions can apply for financial grant from the force.

    ii) Grant is limited up to maximum Rs 25,000/- per case cannot be claimed as a right.

5)  For Education of Differentlyabled children of serving NGO’s.

    i)  Irrespective of age/class, if a disabled child is enrolled in an institution, he/She is entitled to a one time grant of Rs 50,000/- from the special welfare fund.

6) Scholarship for wards of deceased force personnel (NGOs who died during service) who are pursing higher courses in prominent government institutions.

     i) An initial scholarship Rs. 50,000/- at the time of admission.

     ii) After admission, an annual scholarship of Rs. 50,000/- for each year of the course.

7) Mobility equipment grant for differentlyabled Children of deceased NGOs (who died   during service) and disabled ex-ITBP personnel (NGOs) whose disability is more than 50%

     i) Grant will not be exceed Rs.60000/- per case.

8)    Financial assistance to orphan children of ITBP personnel (for all ranks)

 i)  Applicant must be legitimate offspring of ITBP personnel.

 ii)  Orphan should be aged below 21 years for son or unmarried daughter.

iii)  Completer cost of education: he may be enrolled in any ITBP School with monthly pocket money of Rs.500/- till class 10+2.

iv)  After completion of school, tuition fee plus mandatory changes for higher education in any government institution along with hostel fee alongwith monthly pocket money of Rs.1000/- till gets enrolled in the Govt. educational institution.

(i): To establish educational institutions at locations of development of ITBPF to provide quality education to the wards of force members.

(ii): To provide for admission to local children in the ITBP Schools, considering the fact that most of the ITBP deployment locations are in remote areas having inadequate formal educational facilities.

(iii): To establish technical institutions to provide facilities of job oriented training / courses to wards of the force members for their bright future.

(iv) To work for the educational upliftment of children of personnel of all ranks of the ITBP.

(v): To take up the matter with the authorities for the solution of educational problems of the children of all ranks of the force personnel.

(vi): To do all such other things which may appear beneficial for the educational upliftment of the children of all ranks of force members.

(vii): To supervise the management of ITBP education fund.

(viii): The income of the society shall be utilized only for the achievements of above aims and objective.

(ix): Education Loan Rs. 05 Lakh released to Officers- 10 and SOs/Ors- 135.

(x): Every year, the following DG Scholarship provided to the wards of force personnel for obtain the 75% marks & above in 10 &12th Class

Apart from above, it has also been decided to provide an annual cash reward/scholarship benefits (every year separately) of an amount of Rs.20,000/- to the ITBP Wards, who scored 60% and above marks  in annual exams (average in semester format) of aforesaid professional degree programme (Bachelor & Master) from IIT/NIT/ Govt. approved medical colleges/IIM/ IISat etc. and Rs. 10,000/- for programmes concerned with other Govt. Approved institutions. The cash reward will be applicable only in a year after passing the exam of concerned programme.

Terms and conditions for this scholarship would be as under:-

  1. Toppers among boys and girls will be awarded separately.
  2. In case topper is ward (Son/Daughter) of a G.O., then ward of a NGO (Son/Daughter) securing highest position will also be awarded.
  3. Maximum two topper scholarships to be awarded in each category to the wards (Son/Daughter) of ITBP Personnel.
  4. The toppers will not be granted any other percentage based scholarship.

In case of students having more than five subjects, maximum marks obtained in any five subject well be considered for calculating the percentage of marks.

                   

Ex-Gratia lump sum compensation by the Central Government  On Death     

1.     In terms of Department of Pension & PW, Government of India O.M. No. 38/37/2016-P&PW (A)(i) dated 04/08/2016, the amount of ex gratia lump sum compensation is available to the families of Central Government employees including ITBP, who die in the performance of their bona fide official duties under various circumstances are as under; :-

On medically boarded out from service

2.     As per Ministry of Home Affairs O.M. 27011/64/2010-R&W(part) dated 07/06/2017 such CAPFs personnel, who are disabled in the performance of their bonafide official duties under various circumstances and are boarded out from service on account of disability attributable to or aggravated in service shall be paid ex gratia compensation amounting to Rs. 20 lakhs for 100% disability. For cases with less than 100% disability, the amount of ex-gratia compensation may be reduced in proportion to the degree of disability, However, a minimum of 20% disability will be the condition for grant of ex-gratia compensation.
