The Indo-Tibetan Border Police (ITBP) Force was raised on 24 October, 1962. At present, the ITBP guards 3,488 km long India-China borders ranging from the Karakoram Pass in Ladakh to Jachep La in Arunachal Pradesh. Apart from this, the Force also has important roles in many internal security duties and operations against the Left Wing Extremism in the state of Chhattisgarh.

Most of the ITBP’s Border Out Posts (BOPs) are located at altitudes ranging from 9,000 ft to 18,800 ft where temperatures drop to minus 45 degrees Celsius in extreme winters.

ITBP is a specialized Armed Police Force of the Nation which trains its personnel in various disciplines including mountaineering and skiing apart from intensive tactical training, thereby creating a distinctive image of the Force.

ITBP also conducts relief and rescue operations as 'First Responders' for natural calamities in the Himalayan region. The Force has responded in hundreds of search, rescue & relief operations over the years to provide succour to thousands of citizens in distress due to various calamities.

The Force has a glorious history of the past 6 decades in which the jawans of the ITBP have made many sacrifices in the line of duty and in the service of the Nation.

Shri Shatrujeet Kapur, Director General, ITBP

A 1990-batch IPS officer of the Haryana cadre, Shri Shatrujeet Kapur brings over 35 years of distinguished service in policing, governance, and institutional leadership to his current role as Director General of the Indo-Tibetan Border Police (ITBP).

An engineer by training, Shri Kapur holds a Bachelor’s degree in Mechanical Engineering from NIT Kurukshetra and a postgraduate degree in Industrial Engineering from IIM Mumbai. During his service, he pursued advanced professional education, including the Hubert H. Humphrey Fellowship (USA), a Certification in Computer Forensics Examination, and a Certificate Course in the French language.

His career spans a wide spectrum of leadership roles in law enforcement, administration, and public sector governance. He has served in several key positions within the police hierarchy, including Director General of Police and Head of the Police Force, Haryana; Director General of the State Anti-Corruption Bureau; Chief of CID; and Head of the State Crime Branch, among others. He has also served with the United Nations Peacekeeping Mission in Kosovo (UNMIK) and the Central Bureau of Investigation (CBI).

Beyond policing, Shri Kapur played a key role in the financial and operational turnaround of the Haryana Power Distribution Companies (UHBVN and DHBVN) as their Chairman-cum-Managing Director. He has additionally served as Principal Secretary (Transport), Director General (Prisons), and Chairman of the Haryana Police Housing Corporation.

Shri Kapur has authored several books and papers, including:-

  3. 3. A Pocketbook on Traffic Laws for capacity building of traffic policemen.

  6. 6. Paper titled “Out of Harm’s Way”, – published in CBI Bulletin: January-March 2007.
  7. 7. Paper titled “GPS-based System for Prevention of Oil Adulteration”, – published in CBI Bulletin: May 2005.
  8. 8. Paper titled “A study on the Use of technology in the Prevention of Counterfeiting and sale of Spurious Products”, – published in CBI Bulletin: October 2004.
  9. 9. An article on cyber safety titled “Stop Cyber Scams before they occur with real-time monitoring”, – published in Indian Express on 12th January 2005.
  10. 10. An article on road safety titled “Metallic Monsters of the Highways”, – Indian Express (2005)
  11. 11. An article on misuse of emergency lights and sirens atop vehicles in India titled “STOP the Red-Lights”, – Indian Express (2004)
  12. 12. Member of the Committee that drafted the, Haryana Medico Legal Manual2012.

In recognition of his exemplary service, he has been awarded the UN Peacekeeping Medal with Bar, the Police Medal for Meritorious Service and the President’s Police Medal for Distinguished Service.
